Letter to Senate/House Representative

Dear Senator Mikulski:

I am writing to express my concerns over the recent political developments in 
Taiwan and seek your continued support for the "One China" policy that has been 
the corner stone of our relationship with China since President Richard Nixon 
first visited Beijing in February 1972.

I am a resident of Maryland （或弗吉尼亞州（英文））and have been your supporter in the local Chinese-
American community.  I greatly appreciate your past support for our community 
and look forward to continuing working with you on many issues that would have 
impacts on our nation, the State of Maryland （或弗吉尼亞州（英文））, as well as the local Chinese-
American community.  As a Chinese-American who lives in this great land of 
peace and prosperity, I have now become increasingly concerned about the highly 
provocative actions that are recently taken by the Taiwanese authorities, and how 
such unilateral actions may upset the existing peace and stability in the Taiwan 
Strait.  

As you are aware, Taiwanese leader Chen Shui-bian plans to call a referendum on 
March 20, 2004, demanding China to withdraw ballistic missiles aimed at Taiwan 
and to renounce the use of force against the island.  On the surface, this 
referendum may appear to be nothing more than a democratic expression of a 
desire by Taiwan's people to live peacefully without being threatened by war.  In 
reality, however, this referendum would be both unnecessary and provocative.   
A reasonable person will certainly wonder what Mr. Chen's hidden agenda are, 
since he appears to be too willing to risk endangering the island's security 
and its relationship with China to conduct a referendum in order to obtain a 
highly predictable answer from the people in Taiwan. The proposed referendum 
is highly provocative because, in addition to being an election ploy, it is, 
in essence, intended as a procedural step for a future referendum for Taiwan
independence.  As you are aware, any vote that may lead to independence will 
be highly dangerous for the people in Taiwan since China will have to respond 
forcefully, and this may drag our country into an open military conflict with
China.  As Chinese-Americans, we are dreadful of such a disastrous outcome, 
and we should not allow Mr. Chen to achieve his dangerous goal at the risk 
of potentially dragging our country into an unnecessary military conflict in
Asia.

While I respect the right of the people in Taiwan to live in peace, I oppose this 
referendum because I do not believe it will bring any peace to Taiwan.  Instead of 
enhancing Taiwan's security, the referendum will, on the contrary, increase 
tension between China and Taiwan because it will only help to torpedo 
opportunities for any peaceful dialogue between the two sides.  At best, the 
referendum will only provide the people in Taiwan a false sense of security, since 
China does not have to abide by the results of such a referendum.  The only way 
to secure real peace for Taiwan is to have an open and peaceful dialogue with 
China to address the issues that are currently separating the two sides. 

In a joint press conference with visiting Chinese Premier Wen Jiaobao in the White 
House on December 9, President Bush said in response to a question that the United 
States would " ...oppose any unilateral decision ... to change the status quo. And the 
comments and actions made by the leader of Taiwan indicate that he may be willing 
to make decisions unilaterally, to change the status quo, which we oppose."  The 
President thus sent a clear message to Mr. Chen Shui-bian opposing the proposed 
referendum.  We ask you to join the President and your friends in the Chinese-
American community in opposing this referendum and any unilateral actions taken by 
the Taiwanese authorities that may drag our country into unnecessary military 
conflicts in Asia. 

I believe that the future of Taiwan will best be decided by an open and peaceful 
dialogue between China and Taiwan.  As a Chinese-American, I support any dialogue 
that will lead to a peaceful resolution of Taiwan's future which hopefully would 
include the island's eventual re-unification with China.  I believe that this will bring 
long term peace to Asia. Without the Taiwan's issue, our relationship with China 
will become stronger and we will be able to better secure China's support and 
cooperation over a wide range of global issues that are extremely important to our 
country, such as maintaining peace in both the Korean Peninsula and the Indian 
Subcontinent, anti-terrorism, multilateral efforts against weapon proliferation, control 
of international drug traffic, global environmental and trade issues, etc.

In closing, I wish you great success in 2004 and would like to take this opportunity to 
again thank you for your past support for our Chinese-American community.  I hope
that you will support President Bush's opposition to the Taiwanese 
referendum, and also oppose any unilateral moves made by the Taiwanese leader that 
will adversely impact our relationship with China.

此信意在表達我對最近台海形勢發展的憂慮和尋求您對自尼克松總統1972年2月訪華
以來一直堅持的"一個中國"政策的支持。

我是大華盛頓地區的居民，是您在華人社區的支持者。我非常感謝您過去對我們社區
的支持並將繼續與您在這個偉大國家，這個城市，以及當地的華裔社區的許多方面進
行廣泛的合作。

對於我們這些居住在這個和平繁榮的偉大土地上的華裔而言，我們對目前台灣島內的
一些發展感到憂慮。我們擔心這些問題使中國大陸和台灣兩岸關系的惡化；擔心對美
中關系的損害，擔心台海現狀正在被台灣當局單方面的某些行為所損害。

正如您所知，台灣領導人陳水扁計劃于3月20日在台灣舉行關于要求大陸撤除瞄準台
灣導彈並且要求大陸放棄武力解決台灣問題的公投。表面上，這個公投似乎只是要表達一
下台灣人民對於民主的渴望，以及對於戰爭威脅的反對。但是實際上，這個公投是毫
無任何意義和不必要的，而且是挑舋性的。一個理性的人會思考，為什么台灣領導人
會冒險和中國大陸破壞關系去舉辦這樣一個結果非常明顯的公投。這個公投有沒有什
么不可告人的計劃呢？雖然一些人會把公投當作一種選舉語言而不去考慮，可我們相
信陳水扁先生想通過此次公投去激怒中國大陸，從而在選舉中取得分數，並且更重要
的是通過此次公投，為今后可能舉辦的獨統公投鋪平道路。眾所周知，任何導致"台
獨"的投票都將給台灣人民帶來危險，使中國大陸被迫使用武力，並且將有可能把美國
拖入與中國戰爭的危險。作為一個在美華人，我非常害怕看到這種結果，我們不應該
讓陳水扁先生因為他個人的野心，把美國卷入這場在亞洲的不必要的戰爭中。

我尊重台灣人民需要和平生活的權力。我反對這個公投因為我不認為它會給台灣帶來
任何和平。相反，公投將會給造成台灣與大陸的緊張，而不是給台灣帶來更大的安全
，因為它將毀滅任何有助于兩岸間對話的可能。公投只將會給台灣人民一種穩定的假
象，因為中國大陸不需要理會任何關于公投的結果。兩岸徹底和平的唯一途徑只能是
通過兩岸間開誠布公的對話而得到解決。這種對話將有助于解決任何兩岸間的分歧。
2003年12月9日，在白宮歡迎來美訪問的中國總理溫家寶的聯合新聞發布會上，布什
總統在回答關于台灣問題提問時說︰"….反對任何單方面改變台海現狀的決定，台灣
領導人目前的言行表明他們想改變目前台灣海峽的現狀，這個是我們所反對的……"。 
總統先生的聲明向陳水扁先生傳送了一個非常明確的反對公投的信號。我們華裔社區
堅定的支持總統先生在這個問題上的決定，我們希望您也支持總統先生在這個問題上
的決策，因為這會給台灣帶來和平。我們希望您能夠反對台灣當局任何單方面改變目
前兩岸現狀的行為，因為這種行為會將我們卷入一場在亞洲的不必要的戰爭中。

我們相信一個開誠布公的和平的對話，將有助于決定台灣的未來。作為華裔，我支持
任何關于和平解決台灣問題的對話，這種對話可能會為將來的兩岸統一帶來幫助。我
相信這將給整個亞洲帶來長時間的和平。沒有台灣問題的束縛，我們同中國的關系將
會更加緊密。中國將會在更廣泛的國際事務上給予我們更大的支持和合作，比如維護
朝鮮半島和印度次大陸的和平穩定，反恐，限製世界武器擴散，反對國際毒品集團，
保護環境和促進貿易等問題。

總而言之，我預祝您在2004年取得成功，我再次感謝您在過去對華裔社區的支持。我
希望您能夠支持布什政府對于台灣公投的立場，以及他對于單方面改變台海現狀從而
危害我們和中國關系的行為的反對立場。
