RE: Taiwan Chen Shuibian’s transit stop in US

Dear Secretary Rice:

On behalf of the Chinese-American Community in the Greater Washington
metropolitan area and the members of the National Association for 
China’s Peaceful Unification (NACPU), we are writing to you to reiterate 
our firm support for the One-China policy that has been the cornerstone 
of our country’s relations with China, and to also express our serious 
concern about Taiwan leader Chen Shui-Bian’s upcoming “transit stop” 
in the US.

As we all know, in recent years, Mr. Chen Shui-Bian has been accelerating 
his attempts to split Taiwan from China. In fact, Chen Shui-Bian, 
with bad credit in his political responsibility and personal moral 
character, is a typical “trouble maker” because of his habit of 
constantly creating provocative incidents that have always resulted 
in  heightening tensions across the Taiwan Strait and thus threatening 
the peace in Asia-pacific region and the whole world.  The troubles 
created by Chen Shui-Bian are usually counter-productive to our national
interest.

Soon, Chen Shui-Bian will once again make another transit stop in the 
US during his trip to visit Nicaragua. In the past several years, 
whenever Mr. Chen made a transit stop in the US, he always tried to 
catch any opportunities to create unexpected actions to promote 
separatism and impair US-China relations.  We understand that the 
sole purpose of a transit stop is to allow Mr. Chen quiet time to 
rest and to refresh himself during his trip.  He is not supposed to 
use this time to undertake or engage in any kind of public or political
activities.  However, Mr. Chen has a record of almost always violating 
these rules in his previous transit stops.  Therefore, we would urge 
you to do everything possible to straightly enforce the established 
rules on Mr. Chen when he makes his transit stop in California, so that 
he will not be allowed to conduct or engage in any kind or form of 
activity that is not consistent with the purpose of a transit stop.  
If Mr. Chen is not properly controlled, we are almost certain that he 
will find an excuse to engage in separatism activities while in 
California. As you are fully aware, Taiwan’s separatism has already 
become the only obstacle for a peaceful dialogue between the Chinese 
mainland and Taiwan. We believe as long as both sides accept the 
one-China policy documented internationally, a peaceful dialogue, 
which is supported by the international community including the US, 
will soon take place across the Taiwan Strait.

We would ask your support to oppose Taiwan independence because of 
the critical importance of the US-China relations. Indeed, the United 
States and China share many mutual interests in such areas as fighting 
terrorism, preventing the proliferation of nuclear weapons, building 
energy security, and reduction the risks of pandemic diseases, not to 
mention others.  We absolutely cannot let Chen Shui-Bian single-
handedly sabotage the world peace and the close relationship between 
the United States and China.

華盛頓和統會給美國國務卿賴斯和參/眾院外交委員會發信
反對陳水扁過境美國搞臺獨分裂活動

華盛頓中國和平統一促進會日前給美國國務卿賴斯﹐參議院外交關係委員會以及眾
議院外交事務委員會發出信件﹐反對陳水扁又一次以過境美國為借口搞臺獨分裂活
動。信件說華盛頓和統會和美國大華盛頓地區的華人華僑支持美國政府奉行的一個
中國政策﹐也嚴肅地關注陳水扁的又一次到美國的“過境”。

信件說﹐眾所週知近年來陳水扁加速了他的分裂中國企圖。政治誠信和個人品德都
極差的陳水扁是一個典型的“麻煩製造者”。他不斷挑舋和製造事端﹐導致兩岸關
係緊張﹐也威脅到亞太地區穩定和世界的和平。陳水扁所製造的麻煩是和美國的國
家利益所背的。

信件說﹐陳水扁將又一次借口訪問尼加拉瓜過境美國。過去幾年﹐每次陳水扁過境
總是會借機製造意外事端﹐搞臺獨分裂活動﹐破壞美中關係。作為“過境”陳水扁
本不能從事任何公眾或政治的活動。因此我們敦請您(們)應該嚴格督促陳水扁遵守
規定﹐不允許他從事和過境不符的任何活動。我們可以肯定﹐如果不加控制﹐他會
找出借口再一次搞臺獨分裂活動。正如您(們)所知﹐實際上臺獨分裂勢力已經成為
實現兩岸和平對話的唯一障礙。我們相信只要海峽兩岸接受包括美國在內的國際公
認的“一個中國”原則﹐和平對話就會開始﹐這是美國和國際社會所支持的。

信件最後說﹐我們呼籲你(們)明確反對臺獨分裂﹐因為這關係到極其重要的美中關
係發展。美中兩國間有許多共同的利益﹐如在反恐﹐防止核擴散﹐構建能源安全﹐
減少傳染性疾病的傳播等諸多方面的合作。我們不能讓陳水扁只手破壞世界和平﹐
破壞美中關係的發展。
